This course is structured with the overall objective to provide students the knowledge necessary to analyse the most essential aspects of the EU institutional framework, politics and contemporary developments, as well Europeanisation and EU-Integration processes in South Eastern Europe (SEE), with a regional focus in the Western Balkan countries. The general purpose of this course is to provide students with analytical tools to evaluate the interaction between national and supra-national (EU) structures, democratisation, political crisis and current (dis-)integration tendencies and processes. We will in case studies format investigate power relations, (dis-)integration tendencies, local and regional political antagonisms as well international actors, with a focus on the EU’s role in Western Balkan countries.

Empirical results show that with the end of the Cold War, former communist states are dominated by non-transparent and non-accountable political classes. Thus, (i-)liberal democracies have in many cases also resulted in captured states and societies and contested elections and political culture. The course demonstrates that multi-causal explanations are needed to elucidate relations and interactions between power politics – democracy – and (dis-)integration tendencies and processes.

During the course, students will develop the tools necessary for future independent analysis as well as how to offer applied policy advice. Moreover, this course aims to help students to deepen their understanding into transition and transformation processes in SEE as well as to develop a critical thinking about policy oriented and practical options of good governance and political transparency. Upon completion of this course students should have in-depth knowledge of:

• EU institutional framework, politics, and contemporary developments;
• Europeanisation and EU-Integration processes in SEE, focused in the Western Balkans;
• Making valid comparisons between different national and international actors and across different policy makers on the basis of empirical evidence.

Students will also develop their skills in communicating these ideas verbally and in writing in a scientific manner.

The final grade for the course will be based on the quality of participation in class discussions, in-class presentations, and a written essay (which may be based on the topic of the in-class presentations).

Methodology

Each class will begin with a lecture but will be followed by: a) in-class participation and discussion; b) in-class presentation (the work in progress towards a final essay, to be submitted after the course). Thus, the course is a combination of lectures, student presentations, and interactive discussions.

The topic for the in-class presentation needs to be approved by the class instructor via E-mail ( arben.hajrullahu@uni-pr.edu ) as soon as possible, but no later than by December 1^st, 2022.

After you have chosen your topics, you will need to include the following elements in your in-class presentation: 

1. An "executive summary" of the content/issue/problem analysed;
2. Supporting information;
3. Conclusion and/or recommended policy/ies, and justification.

The final essay should include the following key components: (1) Introduction; (2) Text body in which you show the facts, different opinions by different authors and sources on the given topic; (3) A concluding discussion of your independent developed line of argument on the topic; (4) A bibliography which includes all used sources.  

The final essay should also include the feedback you receive while presenting in part I and in part II of the lecture. The final version of your essay should be submitted no later than 20 January 2023. No extensions allowed!  

Reading Guidelines

When preparing your in-class presentation you may find it useful to check your comprehension of the reading against these study questions.

• What is the author's purpose in writing this piece?
• What are the author's guiding questions?
• What concepts does the author emphasize? How are these concepts defined?
• What are the author's conclusions? Do they seem logical given the evidence provided?
• Would you draw different conclusions? Why or why not?
• What questions remain unanswered?
