Mozambican Delegation Visits Fribourg to Explore Swiss Federalism
At the beginning of April, the International Centre of the Institute of Federalism, in partnership with Mozambique’s Commission for Reflection on the Decentralised Governance Model (CREMOD), hosted a study visit in Fribourg. The delegation, composed of senior government officials, academics, and political representatives, came to learn from Switzerland’s federal model as part of CREMOD’s broader mandate to develop an adapted decentralisation framework for Mozambique.
Throughout the week, the delegation engaged with experts from federal, cantonal, and municipal institutions on various topics including fiscal federalism, vocational education, energy policy, and intercantonal cooperation. Highlights included visits to the Federal Palace, the historic Fribourg town hall and the meeting with the Federal Department of Foreign Affairs.
Discussions focused on the distribution of competences and the financing and delivery of public services. Delegates expressed particular interest in Switzerland’s decentralised education system, its fiscal autonomy mechanisms, and the role of direct democracy. The delegation also appreciated the seemingly small yet meaningful details, such as the implicit trust in public transport or the inclusiveness of the university cafeteria, as reflections of a broader civic culture.
