The Institute of Federalism engages in discussions on Fiscal Federalism with Somali officials


Between the 30 September 2023 and 10 October 2023, Dr Soeren Keil – the Academic Head of the International Research and Consulting Centre at the Institute of Federalism, and Professor Mark Schelker, Professor of Public Economics at the University of Fribourg, engaged in a training course with the Intergovernmental Fiscal Federalism Technical Committee (IGFFTC) of the Somali Finance Ministry in Addis Ababa, Ethiopia. The meeting was also supported by the Somali Finance Minister, Dr. Abdirahman Dualeh Beileh and was organized in cooperation with the World Bank. Funding was provided by the Swiss Development Cooperation. Dr Keil and Prof. Schelker focused on fiscal federalism, the need for strong local governments and the design of fiscal equalization schemes in their presentations, while the Somali participants discussed lessons Somalia could learn from Ethiopia and Switzerland, how to strengthen local and state capacities and which criteria will be used in the future for fiscal resource-sharing. The workshop was the first in a series of workshops and exchanges planned between the IFF and the IGFFTC), which will continue in 2024.
