What is your research about?

Nepal, which promulgated its federal constitution in 2015, is one of the most recently established federal nations. However, challenges have arisen during the implementation phase. Notably, subnational governments express concerns about what they perceive as insufficient cooperation from the federal government. Addressing this critical concern necessitates establishing an effective mechanism for intergovernmental relations. Facilitating regular and intensive interactions among the tiers of government becomes paramount to ensuring the smooth execution of federalism in Nepal.

Switzerland has a rich history of federal governance, characterized by its longevity. Drawing insights from Switzerland's federal practices, particularly regarding vertical and horizontal intergovernmental relations, offers a valuable blueprint for Nepal. Therefore, the focal point of my research revolves around comprehending the intricacies of federal and cantonal relationships. Through this exploration, valuable lessons can be gleaned, guiding Nepal toward effective intergovernmental relationships among the federal units.

What is your background?

I hold a PhD in Development Economics from Tribhuvan University Nepal. Before that, I obtained a MA in Economics from the same university and an MSc in Economics Analysis from the University of Cyprus. My areas of interest comprise federalism, public finance, fiscal decentralization, subnational government planning, and intergovernmental relations.

For over twenty years, I have been advocating for the role of sub-national governments and have inspired them to assume their responsibilities. As an independent candidate, I was elected to the Parliament of Nepal (National Assembly) in May 2021. Before joining the Assembly, I worked as an expert consultant for parliaments, government authorities, development donors, and international non-governmental organizations. Working with the government, I provided technical assistance to the Office of the Prime Minister and Council of Ministers in particular. I am a research affiliate at The International Center for Public Policy, as well as an advisory board member of the Local Public Sector Alliance.
