Training at the Inspection Générale des Finances, DRC
At the beginning of January, the International Centre of the Institute of Federalism, in partnership with the Democratic Republic of Congo's General Inspectorate of Finance (IGF), organised a training programme for local financial inspectors.
The IGF plays a crucial role in overseeing public finances, both at the national and local levels. However, its structures remain centralised, requiring the organisation of periodic missions lasting 2 to 3 months to audit local entities. Recognising the limitations of this approach, the IGF is exploring the establishment of decentralised oversight bodies and is keen to learn from the experiences of other countries, such as Switzerland. This exploration raises significant questions: How can responsibilities be more effectively distributed between national and provincial authorities? And how can resources be allocated more equitably across these levels?
To address these issues, Professor Jaap de Visser from the University of Cape Town and Professor Eva Maria Belser led a two-day workshop focused on comparative fiscal federalism, decentralisation concepts, and the division of responsibilities. Drawing on case studies from Switzerland, Kenya, and South Africa, they provided valuable insights into best practices and potential pathways for reform.
