The Swiss Agency for Development and Cooperation (SDC) is implementing the phase II of the Governance and Decentralization Program (GDP II) to assist the Government of Mongolia in its decentralization and democratization reform process. The main objective of the CEP is to provide an empowering and coherent legislative framework for citizen participation in public affairs at the sub-national level.

The incumbent President of Mongolia Ts.Elbegdorj and his Office have been leading Mongolia’s efforts to decentralise, increase civic engagement and improve accountability of government before its citizens.
The Institute of Federalism and SDC have supported advocacy visit for the Members of Parliament (MPs), legal advisor to the President and other related officials. Dr. Nicolas Schmitt dedicated the entire Monday, December 5th, 2016, to present Swiss experiences in terms of federalism, neutrality, direct democracy and law making process to the delegation from Mongolia, a country which is by the way 114 times less densely populated than Switzerland.
