The IRCC is a capacity building and research oriented organisation within the Institute of Federalism. Its working method is knowledge exchange in the fields of federalism, decentralisation and democratic governance, with a special focus on how these institutions affect multicultural societies.

The IRCC is particularly active in the following domains:
